Kerry Dove, Director (Chair)

Kerry is a skilled and compassionate leader, with over ten years' experience working at a strategic level across the public sector. 

With a wealth of experience in data management and insight, Kerry offers a laser-focused view on performance and delivery across the LWMTS portfolio of services.

Kerry's previous experience includes Assistant Director for Strategy and Transformation at Staffordshire County Council, and senior positions at the Audit Commission and Telford and Wrekin Council.

Kerry also serves as the chief operating officer at Lichfield District Council.

Simon Fletcher, Managing Director

Simon is a determined and charismatic leader, having been nominated for prestigious awards including public and third sector leader and transformational leader in the West Midlands Leadership Awards and workforce innovator in the LGC Workforce Awards.

In his previous roles, Simon worked for Agilisys Ltd as Partner of its Business Change Practice, Strategic Director for the Royal Borough of Windsor & Maidenhead and Director of Central Services / Deputy Chief Executive for the Government of the Falkland Islands.

Simon also serves as the chief executive of Lichfield District Council.

Andrea Felton

Andrea is a successful and driven ACCA qualified accountant with 21 years experience across local government, schools and academy finance.

Throughout her career, Andrea has demonstrated a strength for business partnering and has extensive experience in providing support during periods of financial change and recovery.

Andrea has a strong ability to navigate complex financial environments, implement effective financial controls and ensure compliance with regulatory requirements. 

She has been involved in numerous successful financial projects, such as implementing new financial systems and process improvements.

Lizzie Barton

Lizzie is a strategic and results-driven local government director with over 25 years’ experience leading complex frontline and statutory services.

She has a strong track record of delivering large-scale transformation programmes, modernising customer access and driving financial sustainability across complex service portfolios. Her expertise spans customer services, revenues and benefits, housing and homelessness, waste and recycling, digital services and corporate performance.

Lizzie is recognised for championing digital innovation, including cloud system implementation, AI-enabled service improvements and award-shortlisted council tax reform. Passionate about improving outcomes for residents and businesses, she combines strategic vision with operational delivery to lead high-performing, resilient services in demanding environments.
